School for Life: Empowerment of children left behind (April 2010 – September 2011)

Short description
Parents, caregivers and professionals working with children have little capacities to prepare children for the independent life and to support them during the separation. At the same time, community and school don’t offer any specialized services for children left behind: most of the teachers lack knowledge and didactic materials to provide children with the needed support. The social assistance service is only at the development stage, as it is confronting many problems one of which is the lack of qualified personnel.
Project aims at contributing to the enhanced human rights of the children left behind by migrating parents in Moldova and implementing measures to mitigate the effects of migration on the welfare of affected children, including, in particular, through the provision of support at the local level. Professionals and caregivers will be trained to offer improved social and psychological support to children affected by the parental migration.

Implementation period: April 2010 – October 2011

Project objectives

  • To develop the capacities of professionals working with children left behind (in Moldova) to mitigate the bad consequences of migration and to support children and parents within the separation period.
  • To help children left behind by migrating parents become more resilient and social included, by developing life skills and organizing free time activities, including promoting various models of use of theatre techniques for facilitating children’s participation at the community and school level.
  • Raising administration and public awareness of the consequences of parents' departure abroad on children's development in order to advocate for more sensitive school curricula and adopt a national strategy for the protection of children left without parental care due to migration.

Expected results of the project

  • General public, national and local authority’s awareness is raised of the consequences of parents’ departure abroad on children’s development.
  • National policy and legislation, as well as school curricula, are more sensitive to children’s rights and situation of children left behind by migrating parents.
  • Networking and cooperation among relevant professionals working with children left behind encouraged and monitored (including teachers, social and youth workers, psychologists).
  • 100 teachers’ staff and coordinators of free time activities have capacities to develop educational and free time activities within school based on the needs of teenagers left behind by migrating parents. They are trained and actively working to ensure that children left behind are socially included and empowered to cope with emotional and social risks they face as a result of parents’ migration.
  • 25 coordinators of free time activities have capacities to apply theatre techniques for social change in their work with children (including teachers, youth and social workers).
  • 400 parents and caregivers from 12 communities are informed on the consequences of migration on children left behind and ways of coping with these situations.
  • 800 children all over Moldova, one third of them left behind are informed on parents’ migration consequences, ways to cope with difficult situations; They are empowered and socially included, making them more self-sufficient and better able to deal with emotional, social and health risks.
  • Awareness of Slovenian public and migration officials raised on consequences of migration on developing countries / need and potential of linking migration and development.
  • Increased networking and cooperation between Slovenian and Moldavian NGOs.
  • Increased awareness on importance and added value of Rights Based Approaches to tackling issue of children affected by migration / development cooperation projects.
  • Capacities of CSO/CRIC staff to use Rights Based Approaches within their work increased.

  • Capacity building and networking among civil society
  • Development of tools for teachers. Advocacy and capacity building for teaching staff and professionals working with children left behind by migrating parents.
  • Educational activities carried out at the local level by teaching staff and coordinators of free time activities (with children and their families).
  • Awareness raising and advocacy activities:
  • Launching on-line resource point (website subsection) on the topic of children left behind by migrating parents
  • Preparation of recommendation for a national strategy dealing with children left behind by migrating parents in order to advocate for greater attention afforded to children affected by migration in policy and legislation considerations
  • Final evaluation and advocacy conference on the situation of children left behind by migrating parents.
